Bakema revealed that because the rehabilitation of social infrastructure is a critical element in the overall restoration of peace, security, administrative and productive capacity in Northern Uganda, NUREP earmarked UGX 9 billion for social infrastructure projects which have been executed between July 2008 and September 2010. NUREP’s social infrastructure rehabilitation projects are identified by the district local governments, in collaboration with local communities. Once the projects have been agreed and the contractors selected through a competitive bidding process, the actual construction is then supervised on a day to day basis by the PMCs each of which consists of 9 community members. “The PMC members are the Districts’ and NUREP’s eyes and ears on the ground”, Bakema said. PMC members have been trained to execute this task professionally and the handbook has been designed to support their training and their work on the ground. According the Chief Administrative Officer Kaberamaido, PMCs are important in ensuring that communities own these projects, adding that “contractors are complaining about the PMCs because they ask questions”. The Handbook contains the basic building principles regarding rural construction, giving the chronological steps in a typical building or borehole construction project. The steps are presented pictorially to aid a quick grasp and appreciation of the basic norms and standards expected of contractors/service providers in providing the facilities required. The Chairperson LCV Kaberamaido, Mr. Robert Engulu urged the PMCs to continue with the good job noting that “if we want development, we must have a spirit of maintenance and must stop corruption”. The handbook was prepared with close consultation with Engineers and Water Officers from the NUREP beneficiary Districts, NUREP Partners involved in construction works and various staff within the NUREP Programme. Said, Bakema, “the PMC model has been a very successful and it is our sincere hope that this Handbook provides added value to the contribution of the beneficiary communities towards their development projects.”
